Antonio M. Moreiras is Project and Development Manager at NIC.br, where he leads initiatives that enhance the technical quality of the Internet in Brazil and promote its use. His team operates and advances platforms such as NTP.br, OpenCDN, and INOC-DBA, in addition to collaborating with IX.br — one of the largest Internet Exchange Points in the world. Committed to spreading best practices, Moreiras works to promote technologies such as IPv6 and RPKI, producing and supporting capacity-building efforts through courses, lectures, webinars, podcasts, and technical content. He is a frequent speaker at national and international conferences (including LACNIC, EURO-IX, and IGF) and a faculty member at the Internet Governance School (EGI) of CGI.br.
With a degree in Electrical Engineering with an emphasis on computing from the Polytechnic School of the University of São Paulo (USP), he also holds a master’s degree from the same institution, an MBA from UFRJ, and specializations in Internet Governance from SSIG and the Diplo Foundation. Before joining NIC.br, he worked in various technical roles at Agência Estado and taught at institutions such as Unicid, Radial, and Tancredo Neves.
Moreiras describes himself as a specialist and educator who enjoys “translating” complex concepts into accessible language, connecting standards, operations, and software development with concrete impacts for network operators, providers, policymakers, and end users.

Basilio R. Perez is President of the Federation of Internet Service Provider Associations of Latin America and the Caribbean (LAC-ISP). He is a former President of ABRINT and currently serves as a member of its Board of Directors. He is also a member of Anatel’s Small Service Providers Committee (CPPP).

Perez is the founder and current Chief Operations Officer of an Internet service provider established in 1995, which began operations with dial-up Internet access and now serves users through fiber-optic networks (FTTH) as well as wireless radio technologies. He holds an MBA in Strategic Management from the University of São Paulo (USP) and a bachelor’s degree in Electronic Engineering from Santa Cecilia University.

Telecommunications Engineer with solid experience in 4G and 5G core networks, currently working as a Senior Voice Planning Specialist at Unifique, leading the implementation of IMS, interconnections, and mobile network operations. He launched the STFC operation at the company from the ground up, structuring the VoIP platform and driving its expansion to area leadership, achieving monthly revenues exceeding BRL 2.3 million during the transition to mobile operations. He has strong experience in strategic planning, vendor negotiations, and regulatory management with Anatel and ABR Telecom. He has proven expertise in Class 4 and Class 5 softswitches, SS7, SIP, media gateways, and IP networks. Master’s degree in Law (Universidade de Brasília – UnB, 2024), specialist in Planning and Development Strategies (Escola Nacional de Administração Pública – ENAP, 2018), postgraduate degree in Economic Regulation (Instituto Nacional de Telecomunicações – Inatel, 2010), Telecommunications Engineer (UNI-BH, 2006), and Technical Degree in Electronics (CEFET-MG, 1999).

With previous experience in the private sector, he has been a civil servant at Anatel since 2005, where he has carried out activities related to inspection and technical auditing, spectrum monitoring and management, as well as licensing and authorization.

He is currently dedicated to competition-related matters, particularly the competitive management of conduct and the mediation of corporate conflicts. He also serves as a designated representative on the Conflict Resolution Commission of the Regulatory Agencies of the Electricity, Telecommunications, and Oil sectors.

Gesiléa Fonseca Teles Anatel

Lawyer and civil servant at Anatel since 2005. In 2024, she became the first woman to hold the position of Superintendent of Inspection, a role she currently occupies, being responsible for leading the Action Plans to Combat Piracy and Clandestine Activities, for actions to block illegal websites, and for overseeing the enforcement of radio spectrum use and telecommunications services throughout the country.

In 2024, she was awarded the National Anti-Piracy Award, granted by the CNCP. In 2025, she received the title of Woman of Communications from the Brazilian Association of Communications and Infrastructure Engineering Companies and Professionals (Aberimest Brasil).

In addition, she serves as a Councilor of the Advisory Council for Social Communication of the Chamber of Deputies, of the Higher Council of the Center for Advanced Studies in Digital Communications and Technological Innovations (Ceadi) at Anatel, and of the National Council for Combating Piracy and Crimes against Intellectual Property (CNCP), linked to the Ministry of Justice and Public Security. She is also a member of Anatel’s Telecommunications Infrastructure Committee.

Gilberto Zorello is a Project Coordinator at NIC.br, where he is responsible for coordinating the “Internet Mais Segura” (Safer Internet) Program and TOP – Teste os Padrões (Test the Standards), initiatives of CGI.br and NIC.br aimed at improving Internet security by recommending best practices to be adopted by Internet operators and service providers. He is a speaker at IX Forum and GTER/GTS events, as well as at events organized by Internet Service Provider associations in Brazil.

He has extensive professional experience in product development for the electro-electronics industry, in technology management within telecommunications companies, and in coordinating postgraduate courses in the areas of IT, software development, and telecommunications.

By training, Gilberto Zorello is an electrical engineer with a specialization in telecommunications and holds an MBA in Operations Management, both from the Polytechnic School of the University of São Paulo (USP).

Hugo Santana de Figueirêdo Junior (Hugo Figueiredo) is an engineer and public sector executive. He took office on September 11, 2025, as President of ETICE (Information Technology Company of the State of Ceará). He holds a degree in Aeronautical Engineering from ITA, a master’s degree in Business Administration from Rensselaer Polytechnic Institute, and a Ph.D. in Business Economics from Wageningen University. He also serves as a professor at FEAAC/UFC and has held senior management positions, including Secretary of Planning and Management of the State of Ceará, as well as President of CIPP (Complexo do Pecém) and Cegás.

Innocenzo Genna is an Italian-Belgian attorney specializing in European telecoms and Internet regulation. He provides legal and strategic advice on online platforms, AI, data protection, cloud computing, and cybersecurity through Genna Cabinet (Brussels) in partnership with Prosperetti Law Firm (Rome). Since 2023, he has served as Legal Advisor to the Italian State Secretary for Digital Transformation.
He is currently Senior Vice Chair of the Communications Law Committee of the International Bar Association. Previously, he held executive roles in major European industry associations (EuroISPA, MVNO Europe, ECTA, EIF) and served as General Counsel at Tiscali Group. He graduated summa cum laude in law from the University of Macerata and holds an LL.M. from the College of Europe and a Magister Iuris from Trier University.

I work at the intersection of the digital economy, artificial intelligence adoption, and internet infrastructure, focusing on how data and metrics inform technology policy and strategic decision-making.
I am a Senior Researcher at Cetic.br, where I lead the design, implementation, and analysis of large-scale national surveys on technology adoption by Brazilian companies. My role involves close collaboration with government agencies, regulators, and industry associations, translating empirical evidence into actionable insights for public policy, regulatory frameworks, and digital development strategies.
I hold a PhD and a Master’s degree in Sociology from the Universidade de São Paulo (USP) and a Bachelor’s degree in Social Sciences from the Universidade Federal de Minas Gerais (UFMG). I also completed a postdoctoral fellowship at the Instituto de Estudos Avançados da USP (IEA/USP).
My core interests include the measurement and adoption of artificial intelligence, internet infrastructure and data centers, and the role of evidence and institutions in shaping national and corporate digital strategies.

Luciano Leonel Mendes has been a full professor at Inatel since 2001 and works in telecommunications and digital communications, with a focus on mobile communications, MIMO, and AI applications in communication systems. He is the technical coordinator of the Center of Excellence in Radiocommunications (CRR) and of the Brazil 6G project at Inatel. He holds a degree in Electrical Engineering from Inatel, where he also completed his master’s degree, and earned his Ph.D. from UNICAMP. His international experience includes an undergraduate exchange at Rutgers University and a postdoctoral fellowship at Technische Universität Dresden.

Having worked at major Brazilian companies, he currently serves as a Police Officer at the Civil Police of the Federal District (PCDF), where he designs, implements, and leads Offensive Security (Red Team) and Cyber Threat Intelligence (CTI) solutions. He is also a member of the Computer Security Incident Response Team (CSIRT), acting as a senior-level analyst in critical incidents that could have an impact on society.

Barbosa has dedicated 16 years to the telecommunications market. Before assuming the presidency of TelComp, he worked at Lumen Technologies (formerly CenturyLink) and served as a member of the Association’s Board of Directors. He began his career in the financial market as an investment analyst at Deutsche Bank DTVM.

Milton Kaoru Kashiwakura holds a degree in Engineering from the University of São Paulo and a master’s degree in Electrical Engineering from the same institution. He is currently an assistant professor at the Pontifical Catholic University of São Paulo (PUC-SP), where he teaches Networking; a project director at NIC.br, working with the Brazilian Internet Steering Committee (CGI.br); and a board member of the Internet Exchange Federation (IX-F).
He worked at FAPESP as Technical Coordinator of the ANSP network (“Academic Network at São Paulo”) from 1998 to 2001, with major accomplishments including: deploying the first Internet exchange point in Brazil in 1998, located at the FAPESP building in São Paulo; leading the Advanced ANSP project, a state-level network with a 155 Mbps backbone connected to Internet2’s Abilene network; and implementing Transparent Web Cache with IP Spoofing for all international web traffic on the ANSP network, as well as CDN technologies prior to the activation of the Americas II submarine cable.
At USP, from 1983 to 1997, he served as Director of the Technical Division for User Support, where he coordinated the team that deployed USPnet, a network interconnecting more than 500 buildings across multiple cities in the state of São Paulo. He was also the network manager at iG, one of Brazil’s major ISPs, from 2001 to 2003, responsible for the company’s network infrastructure and for telecommunications services contracted from the country’s leading telecom operators.

Graduated in social communication from Faculdade Cásper Líbero (2003). Ph.D. student in the Communication Sciences Program at the School of Communication and Arts of the University of São Paulo (PPGCOM-ECA-USP).

She was a member of the Content and Copyright Chamber of the Brazilian Internet Steering Committee (CGI.br) between 2022 and 2023. She was member of the Permanent Communication Commission of the National Council of Human Rights (CNDH) between 2015 and 2022. She was coordinator of the Barão de Itararé Alternative Media Studies Center between 2010 and 2023. She was a member of the Coalizão Direitos na Rede (Rights on the Internet Coalition) between 2016 and 2023. She was a member of the Communication Council of the Chamber of Deputies between 2019–2020. She was a member of the Universalization and Digital Inclusion Chamber of the Brazilian Internet Steering Committee (CGI.br) between 2013 and 2020. She was General Coordinator of the National Forum for the Democratization of Communication (FNDC) between 2016–2020 and was a member of the FNDC Executive between 2011–2020.

He leads R&D projects in partnership with industry, particularly in the ICT sector, and is the author of more than 200 scientific publications and several international patents. Deputy Superintendent for Licensing and Resources for Service Provision. Master’s degree in Telecommunications Engineering. Has worked in the planning, deployment, operation, and maintenance of telecommunications networks, mainly transmission systems. Since 2007, has worked at the National Regulatory Authority, primarily overseeing compliance with obligations imposed on mobile telephony operators. Since 2019, holds the position of Advisor at the Superintendence for Licensing and Resources for the Provision of Telecommunications Services.
